Sort Order for Modifier Groups (1459)

In the Menu Builder, users have been able to click-and-drag the order of modifier groups associated to an item; however changing this order would not update the order in which modifier groups are presented to guests when selecting the item in a mobile ordering menu.  Re-ordering modifier groups on items in the Menu Builder will now update the display for guests when ordering the item.
